The 19 German territories in the dataset have been chosen following a series of general principles. First, given that our “reforms index ” captures the evolu-tion of reforms in the 19th century, we followed post-1815 border definitions. Of all the territories emerging from the reorganization of the Napoleonic era, and concluded with the Congress of Vienna in 1815, we have then proceeded to ex-clude those too small to make a computation of urbanization rates meaningless (e.g., the Thuringian states, Waldeck, Lippe, Nassau...), or where no evidence on the pre-1800 evolution of total population was available. Finally, we have di-vided Prussia into its constituent provinces, in order to capture different levels of French/Napoleonic influence, and in order to avoid a dataset of too unequally-sized polities. Within the province of Westphalia, we have singled out the Ruhr mining area (identified with the former county of Mark), to check if this heavily industrialized area is responsible for our main findings (see Table 4, column (1)). 1) Rhineland (Prussia).
